The main aim of the Better and Fairer Schools (Funding and Reform) Bill 2024 is to increase the Commonwealth’s contribution to the schooling resource standard for government schools from 20 per cent to 22.5 per cent.
The bill should be rejected, not because the money is not needed, but because the bill is just itsy-bitsy tinkering with a fundamentally flawed funding model.
Not one person who or organisation which has so far made a submission to the inquiry even put a funding model to the original Gonski inquiry. Not one person who has had an article on school funding published in the press in the last 12 years even put a funding model to the original Gonski inquiry.
The only model the inquiry ever received is attached as Appendix 1 and the only person who did put a funding model to the panel has so far had all 13 articles submitted for publication rejected. Elaborations of that model are provided in Appendices 2 and 3. Further documents providing advice to the Gillard government on the implementation are provided in Appendices 4 and 5. An attempt to get the National School Resourcing Board to understand school funding is provided in Appendix 6. These appendices constitute a record of failed attempts over 14 years to get some basic and never-answered facts into the discussion. There have been more, but there is no expectation that anyone will have the time to read all the appendices already included, so no more are included.
