1. Any electoral system should be fair and equitable.
2. The abolition of multi-party group voting tickets is the antithesis of democracy and, if implemented, requires the state to be one electorate.
3. The Legislative Council should have 39 members elected from the state as one electorate.
4. 20 members should be elected every four years, with 19 to serve for eight years and the 20th to serve only four years.
5. The single transferable version of proportional representation should be constitutionally entrenched.
6. Multi-party group voting tickets should remain but be restricted to 12 preferences, especially if regions are to be retained.
7. Voters should be advised to mark at least 12 preferences, with five compulsory.
8. Other steps should be taken to help voters vote below the line and protect the integrity of the system.
